Cost

Beyond simply collecting data and projecting costs, we work with our clients to identify major cost drivers and develop the right approaches and processes to reduce total ownership cost. Our cost estimates and budget proposals consider all the programmatic and technical factors driving requirements. Our consultants evaluate system integrator proposals on site, working personally with your organization to identify inefficiencies and determine solutions to eliminate them.

Evaluation

Herren Associates has been performing cost analyses and proposal evaluations for a variety of Federal clients for over 20 years. Our associates provide the Government with should-cost estimates containing statistical cost ranges for use during negotiation with industry. Our consultants regularly perform Monte Carlo simulations with thousands of trials leading to dependable and realistic ranges for possible contract values. We quantitatively identify the primary cost elements driving overall contract price, which aids negotiators by focusing on elements with the most impact to the bottom line. Beyond this initial cost analysis, our staff provides expert advisory support throughout the entire proposal review process.

Program Analytics

Program planning tools need to be as dynamic and flexible as the programs they support. We develop customized tools for our clients to analyze program cost and schedule metrics in a timely manner. We also assist our clients in identifying, measuring, and monitoring the key drivers affecting program performance. The analytical tools and metrics we develop for our clients allow program leaders to understand the performance of their programs and identify potential risks and issues rapidly in order to prevent cost overruns.

Earned Value

Herren has extensive experience performing earned value management (EVM) analysis and reducing the manual effort required for reconciling, monitoring, and reporting EVM data. Our consultants provide independent earned value calculations, evaluation, and trend analysis of prime contractor and overall program EVM data. We perform regular technical, operational, and programmatic evaluations to ensure all EVM system elements are integrated smoothly.

We work closely with our clients to thoroughly evaluate the financial implications of program alternatives, ensuring timely and intelligent investment decisions. Our consultants generate a full range of economic analyses—from business cases for near-term tactical investments to full-scale analysis supporting major decisions. Our economic analyses are often used as the primary justification in obtaining additional funding for the programs we support.

Portfolio

Herren’s expertise in programmatic management metrics, combined with economic analysis, gives our clients the tools they need to manage and optimize investments in a portfolio of programmatic initiatives. Herren’s portfolio management approaches foster rapid, efficient, and cost-effective technology insertion and refresh coupled with Modular Open Systems Approach (MOSA) that incorporates the tenets of both Open Architecture (OA) and Open Business (OB). Capabilities and requirements are assessed across the portfolio to identify component modularity that can be re-used across the enterprise. The goal is to maximize the use of innovation in design, production, and deployment by opening access to the broad depth of industrial capability.
