- Mr. Herren draws upon over 25 years of experience in the defense industry to lead Herren, with a proven track record of successfully guiding clients and senior management of Major Defense Acquisition Programs (MDAP) through the complex acquisition, engineering, and cost estimation processes. He has worked in a variety of settings to manage multi-year procurement programs, review highly complex system integrator proposals, and develop budget and long-term investment plans presented to senior-level Department of Defense (DOD) officials. His work has earned Mr. Herren a reputation for delivering measurable results to clients—a reputation he carries through Herren as the firm partners with clients to achieve objectives.

- Mr. Voth leads Herren in serving the Federal Government across the markets of national defense, health care, energy, environment, and citizen service. He joined Herren in 1998 and quickly distinguished himself as an outstanding leader by advising clients in the areas of federal acquisition and energy reform. An alumnus of Harvard Business School, Mr. Voth has also completed graduate programs in legislative studies at Georgetown University's Public Policy Institute. He has authored several articles and symposium presentations, including a publication in the Journal of Naval Engineering outlining solutions to address increasing power demands for future weapon systems.

- A recognized leader in organizational transformation, Mr. Banfield directs Herren’s corporate development and strategic markets. His background includes leading the design and development of large-scale Federal Government transformation programs in civil and defense sectors, functioning as a senior executive advisor for two agency-wide modernization and business transformation efforts. Prior to joining Herren, Mr. Banfield was an executive leader with three top-tier global management-consulting firms, where he developed strategic and operational excellence solutions for commercial and government clients. He is a certified Lean Six Sigma Master Black Belt (MBB) and Project Management Professional (PMP), and an author-lecturer on enterprise-level systems design and continuous process improvement methods.

Kim BarkerPrincipalBiography
- Ms. Barker aligns the company’s people and processes to deliver value to clients and manage internal systems. She currently directs the company’s recruiting, human resources, and competency and employee development initiatives. Ms. Barker joined Herren in 2000 with eleven years of technical and engineering experience. She has managed the acquisition of commercial technology, information technology, and engineering services for multiple Navy program offices, focusing on highly complex system integration, management, and decision analysis. She has led all areas of planning, programming, and budget execution, with particular focus in the areas of strategic planning and analysis required for Navy leadership decision-making processes.

Rick HoffmanExecutive DirectorBiography
- Rick Hoffman has joined Herren as Executive Director of Defense Programs. He received his commission in the US Navy from The Citadel and had a very successful 28 year career, commanding USS De Wert (FFG 45) and USS Hue’ City (CG 66). He also served at sea as the Operations Officer for Commander Destroyer Squadron 24 during Operation El Dorado Canyon and Cruiser Destroyer Group 12 during Operation Desert Fox. Ashore he served in the Surface Warfare Directorate in OPNAV as the Tomahawk program sponsor and the director of Strategy and Alignment.
- Since leaving the Navy, Rick Hoffman has developed an extensive portfolio of work ranging from acquisition management strategies to deck plate training of foreign navies. He has consistently brought recent waterfront experience to challenging acquisition processes with a focus on ensuring the sailor at sea is well served.

Ann StencilDirectorBiography
- Ms. Stencil is a director with Herren’s Defense Sector Enterprise Programs Team. After graduating from the U.S. Naval Academy’s first co-ed class, she had an illustrious 23-year-career before retiring as a Navy Captain. In addition to her work with the Navy, Ms. Stencil has over 30 years of experience in writing and policy research, with a portfolio of work ranging from the Global War on Terror to Katrina oversight. She earned a Master of Science in Financial Management from the Naval Post Graduate School in Monterey, California and a Master of Science in national security strategy from the National War College in Washington, D.C.

Don AndersonDirectorBiography
- Mr. Anderson has over 27 years of Navy experience in service and industry positions managing development, installation, and operation of mission systems for the U.S. and Allied Navies. Mr. Anderson has worked extensively with the Navy, leading Anti-Terrorism/Force Protection (AT/FP) programs and developing Naval Fires Network (NFN) multi-intelligence sensor fusion systems. He helped to significantly improve Naval Time Critical Strike (TCS) with new Naval Warfare concepts to support Joint Vision 2010.
