    • Jeff Herren founds J.L. Herren & Associates, P.C. with a value proposition to do more with less through industrial engineering and management services, analyzing government programs to return taxpayer money to the government. The company distinguishes itself by a specialization in advanced statistical methods, process design, and production management.

    • Herren chosen by the U.S. Department of Navy (DoN) to provide systems engineering and technical advisory services to the newly established Computer Open Systems Implementation Program (COSIP). The company's industrial engineers design and deliver tailored solutions that meet existing requirements and help create the foundation for a multi-billion dollar procurement. During the next decade, these solutions are expanded to support larger and more complex combat systems.

    • With the shift in federal acquisition reform, Herren finds ways to leverage industry investment in commercial technologies to reduce total ownership costs. The company begins to expand program analysis and cost engineering services into turnkey program acquisition and performance management solutions. The company's work with the Navy's Advanced Display System (ADS) is recognized through receipt of the David Packard Excellence in Acquisition Award.

    • Incorporating systems engineering and program management solutions led to a deeper understanding of the programmatic challenges faced by the government to not only realize cost efficiency but also improve the effectiveness of their processes. To address this need, Herren introduces more robust process improvement services, providing the unbiased analysis across a wide range of defense programs, civilian agencies, and foreign military programs.

    • Herren taps its experience with military combat systems to support the Navy's Enterprise Resource Planning (ERP) program in developing strategic, integrated processes to streamline operations and improve efficiency. The company's track record of client successes earns a prime contract to provide a full range of Program Management Office support services to the Navy ERP program. At the same time, innovative approaches from Herren engineers to propose new laser technology is recognized by the Office of Secretary of Defense (OSD) - Acquisition Technology and Logistics (AT&L) through receipt of the 2009 Value Engineering award.
