All Electric Warship (AEW) Weapon Integration

The All Electric Warship (AEW) is the ideal platform to provide the needed power to support these advanced weapons and is, by definition, an engine employed as a weapon. The weapons systems technologies of the future demand a never before rivaled level of power, cooling, and energy storage involving energy management and architecture complexities including stable delivery, robustness and compatibility with future platforms.

Dynamic Help Desk Modeling

Using regression analysis to project the resource requirements for a three-tiered help desk system based on a number of factors including system user population and maturity the required number of help desk FTEs for any given week is calculated. This study utilizes data and direct observations from the implementation of a help desk system serving the largest Federal ERP implementation in history.

Modeling & Simulation in Proposal Evaluations

Herren's Monte Carlo simulations and other statistical methods helped clients incorporate risk and uncertainty into cost-modeling processes. By attaching a statistical distribution to the cost elements in their models subject to uncertainty, risk, or variation, Herren consultants went beyond point cost estimates to produce a more accurate range of contract values and prices.

Production Cost Analysis in Proposals

Herren has been performing Production Cost Analysis on production proposals since 1989. Using a four step process involving fact-finding, an independent cost estimate (ICE - which includes an evaluation of the material, labor, other direct costs, and rates/factors), and finally a Comparative Analysis that considers what-if scenarios, Herren is able to provide an invaluable service and savings to the Government.

Open System Principles Implementation

Using the directive of the Defense Department to cut spending through the implementation of open system principles, Herren led the adaptation of an open systems approach for the Naval Sea Systems Command Program Executive Office for Integrated Warfare Systems (PEO IWS). By developing an Advanced Capability Build (ACB) process, Herren's work led to improved delivery of new capabilities to Surface Fleet Combat Systems with a focus on reduced cycle time and costs of software development, integration, acquisition, and maintenance processes related to surface ship lifecycle support.

Enabling Surface Navy Fleet....

The current combat system development process is not an efficient method for delivering new war-fighting capabilities. A lack of attention to detail in the beginning stages of the process has created higher costs and an overall inefficiency in the system. Although there are many risks in certifying a new program, it would be beneficial to switch to the ACB process using Open Architecture principles. Switching to this process would provide numerous improvements, including a reduction in Total Ownership Cost and delivering war-fighting capabilities to the fleet in a timely fashion.
